What is Chain of Responsibility?
Chain of Responsibility (CoR) compliance is a regulatory framework in Australia designed to ensure that every party involved in the supply chain shares responsibility for ensuring the safety of heavy vehicle operations. Under CoR laws, accountability for breaches of road transport laws extends beyond just the driver to other key roles within the supply chain, such as consignors, packers, loaders, and operators. This shared responsibility means that anyone who has control over any aspect of a heavy vehicle’s operations – including loading, scheduling, or vehicle maintenance – is legally obligated to ensure that their actions do not contribute to unsafe practices.
The CoR framework covers various aspects of heavy vehicle use, such as ensuring loads are secured and within legal weight limits, verifying that drivers meet licensing requirements, and managing fatigue through proper scheduling and logbook compliance.
